fix PHP 7.x configure checks with GCC Toolset 15 in 140.00beta01

GCC 14 and newer treat implicit int as an error, even with -std=gnu17.
PHP 7.x configure probes such as the dlopen in -ldl check use main()
without a return type, so with GCC Toolset 15 on EL8 they failed
silently. PHP was then built without HAVE_LIBDL, POSIX shared memory and
resolver support, and ext/ffi failed to compile with implicit DL_LOAD,
DL_UNLOAD and DL_FETCH_SYMBOL declarations.

Changes:
- add -fpermissive to CFLAGS for PHP 7.x builds with GCC Toolset 15
- leave CXXFLAGS and PHP 8.0+ builds unchanged
- tools/test-gcc-toolset15.sh checks the PHP 7.x and 8.x GCC 15 flags
