    fix PHP 7.4+ GD configure failure on CentOS 6 in 140.00beta01

    On CentOS 6, centmin.sh menu 5 PHP 7.4+ builds stopped at configure with
    "Package requirements (gdlib >= 2.1.0) were not met" because system
    gd-devel is 2.0.34. PHP_LIBGD_EXTERNAL='y' adds --with-external-gd on
    every OS, but install_libgd_external() only builds libgd 2.3.3 on
    EL7-EL9, so CentOS 6 had no external libgd to link against.

    Changes:
    - skip --with-external-gd on CentOS 6 so PHP 7.4+ builds with the bundled
    GD library, as PHP 7.4 builds did before external libgd became the
    default; gated on CENTOS_SIX=6, CentOS 7 and EL8-EL9 are unchanged
