fix PGDG PostgreSQL repo 404 on Oracle Linux in 132.00stable

PGDG repo rpm 42.0-70 builds EL9 repo URLs from
$releasever_major.$releasever_minor. Oracle Linux release packages do not
provide system-release(releasever_minor), so dnf expands the minor to an
empty string and requests rhel-9.-x86_64, which returns 404. That stops
the PostgreSQL devel install and the PHP pgsql configure, and once dnf
update brings in the new repo rpm, every dnf command that loads the PGDG
    repos fails.

    Changes:
    - add pgsql_pgdg_releasever_fix() to rewrite the PGDG repo file to
$releasever when no installed package provides
system-release(releasever_minor); AlmaLinux, Rocky Linux and RHEL repo
    files stay unchanged
    - call it after each EL8/EL9 PGDG repo rpm install
    - also call it at the start of postgresqlinstall() so an existing PGDG
repo file updated by dnf update is repaired on the next run
