Beta Branch fix OVH ASN check using retired geoip v3 endpoint in 140.00beta01

    fix OVH ASN check using retired geoip v3 endpoint in 140.00beta01

    The new install OVH custom kernel check queried geoip.centminmod.com/v3,
    which now returns an error (code 1101), so jq failed and every server was
    treated as not OVH. It was the only v3 lookup not behind VPS_GEOIPCHECK_V3,
    which defaults to off.

    Changes:
    - cpcheck.inc: query /v4 with the usual user agent and match OVH in its
    .asn and .asOrganization fields
