    restore 8.4 redis git and autodetect override gates on CLI PHP upgrade arms in 140.00beta01

    The ported PHPMUVER fix intentionally dropped the PHP 8.4 gates on the
    UALL and CLI_PHP_VER arms since 140 supports PHP up to 8.3. Review found
    the interactive prompt arm still sets both flags for 8.4, so a forced
    8.4 run via CLI phpupgrade or update-all diverged from the interactive
    path: redisinstall self-heals REDISPHP_GIT from PHPMUVER, but
    AUTODETECPHP_OVERRIDE is read earlier by autodetectextensions and was
    never set, silently skipping force-redetection of extensions without a
    surviving ini file.

    Changes:
    - inc/php_upgrade.inc: set REDISPHP_GIT and AUTODETECPHP_OVERRIDE for
    PHP 8.4 on the UALL and CLI_PHP_VER arms, matching the interactive
    prompt arm and the 141 branch fix
