update MariaDB 10.6 EOL repo handling and rhelN-amd64 paths in 132.00stable

MariaDB 10.6 reached end of life in July 2026 and MariaDB dropped the legacy
    centosN-amd64 yum directories for 10.6 across mirror.mariadb.org,
archive.mariadb.org and third-party mirrors, so fresh installs wrote a
mariadb.repo baseurl that 404s and every later yum call failed. Bring 10.6
handling in line with the existing 10.4/10.5 archive fallbacks.

    Changes:
    - mariadb_install106/upgrade106: rhelN-amd64 paths, mirror-first repomd probe with curl timeouts and xmllint/grep check, archive.mariadb.org fallback using supplychain GPG key via MDB_GPGKEY_URL
    - cpcheck.inc: idempotent repair of existing mariadb.repo centosN-amd64 entries for 10.6/10.11
