fix ngx_brotli centos 6 routines in 123.09beta01

move ngx_brotli nginx module routine further down order wise to properly detect if CLANG=n is auto set for centos 6 systems otherwise run into issues compiling nginx. Issue is only experienced on centos 6 systems
