Master Branch fix NGINX_VHOSTSTATS=n

    fix NGINX_VHOSTSTATS=n

    update inc/nginx_upgrade.inc and inc/nginx_install.inc to fix errors when NGINX_VHOSTSTATS=n is set in centmin.sh

    errors such as these in lines 5, 6 and 7 on nginx restart

    unknown directive "vhost_traffic_status" in /usr/local/nginx/conf/vts_mainserver.conf:5
