fix NGINX_STICKY='y' routine in 123.09beta01

Follow up fix for commit https://github.com/centminmod/centminmod/commit/51d0e46d8167c864f2672008a79c8b1a9b93af6e. Accidentally wipes /svr-setup directory and ensure if NGINX_STICKYVER='master', set the NGX_STICKYDIR properly for nginx compiles.
