    fix nginx lua build failure with NGINX_STREAM or ORESTY_LUASTREAM disabled in 140.00beta01

    ORESTY_LUANGINX='y' always added stream-lua-nginx-module to the nginx
    build. With NGINX_STREAM='n', nginx was configured without --with-stream
    and make failed with "ngx_stream.h: No such file or directory". With
    ORESTY_LUASTREAM='n', the stream-lua source was never downloaded, so
    configure received an empty --add-module=../ path.

    Changes:
    - skip stream-lua-nginx-module unless NGINX_STREAM='y' and
    ORESTY_LUASTREAM='y', keeping the HTTP lua-nginx-module enabled
    - identical change verified with 141.00beta01 on AL8, AL9 and AL10
