rollback to memcache 3.0.9 instead of 4.0.1 for PHP 7.0-7.2 in 123.09beta01

- memcache 4.0.1 is buggy so do rollback like PHP 7.3, but for PHP 7.0 to 7.2 as well https://community.centminmod.com/threads/memcached-not-working-on-fresh-server-install.16767/#post-71285
- also to be safe rollback memcache to 3.09 version with PHP 5.4-5.6 as well
