    various fixes for CentOS 7 in 130.00beta01

    - enable NGINX_BROTLI_NEW_METHOD='y' install for Nginx brotli optional nginx module to use the new cmake method of brotli install for 1.1.0+
    - fix cloudflare zlib library compilation on CentOS 7 to only use NGINXCOMPILE_PIE for EL8 and EL9 and skip for EL7 OS linux
