fix nginx IPv6 vhost auto detection in 130.00beta01

- when optional Centmin Mod variables are enabled for VPS_IPSIX_CHECK_DISABLE='n' and VPS_IPSIX_CHECK_DISABLE_DEBUG='y', Nginx created vhosts will auto detect if server supports IPv6 and auto add Nginx IPv6 listen directives where appropriate.
