fix menu 5 leaving PHP library versionlocks at old versions after dnf versionlock delete in 140.00beta01

php-libs-versionlock.sh identified its own dnf versionlock entries only by
begin/end marker comments. dnf versionlock delete, run by centmin.sh menu
option 15 (ImageMagick), menu option 11 (MariaDB), the ffmpeg addon (nasm)
or by hand, rewrites the lock list without comments. After that, menu
option 5 ran no dnf update for those packages and re-locked none of them,
so pins such as libaom and remi-libzip stayed at old versions, and the yum
update notice lost its menu option 5 hint.

    Changes:
    - tools/php-libs-versionlock.sh: update to the 141.00beta01 tool, which
records owned entries in a ledger next to the lock list, keeps foreign
pins in force during the menu 5 dnf update through a private plugin
config overlay, re-locks partial updates, serializes lock, unlock and
update with flock and reports query failures
    - php-libs-versionlock.sh: until the ledger exists, adopt bare entries that
pin the installed version of a package PHP links against. dnf-added pins,
other versions, exclusions and packages other menu options lock
(libc-client, uw-imap-devel, ImageMagick, LibRaw, nasm, MariaDB, galera)
stay foreign; status lists the locks the next menu 5 run adopts
    - inc/cpcheck.inc php_libs_held(): read the ledger as well as the markers so
the menu option 5 hint survives a dnf versionlock delete
