reinstall PHP extensions with orphaned ini files on same version rebuilds in 140.00beta01

---

Same-version PHP rebuilds (PHP_MAJORUPGRADE=n) skipped every extension
whose ini file survived a failed or interrupted earlier build, because
the reinstall checks only tested for the ini file - not the .so it
points at. PHP-FPM then logged startup warnings for every orphaned
extension until a manual reinstall.

Changes:
- inc/php_upgrade.inc: new php_ext_so_missing() helper resolves the ini
to its extension= line and tests the built .so in the live extension
dir
- inc/php_upgrade.inc: redis reinstall gates in both overwritephpfpmconf
branches grow a middle arm that reinstalls redis when redis.ini exists
but redis.so is missing
- inc/php_upgrade.inc: post-recompile orphan sweep over 13 extensions on
same-version rebuilds - detects orphaned ini files, normalizes stale
DETECT flags, delegates to the existing per-extension installers, then
audits the result and reports any extension still broken; maxminddb
orphans repair directly via geoiptwolite_phpext_install
