    fix PHPMUVER detection on CLI and update-all PHP upgrade paths in 140.00beta01

    funct_phpupgrade only assigned PHPMUVER on the interactive prompt path.
    The UALL and CLI_PHP_VER arms left it empty, so redis extension version
    selection fell through to the PHP 7.0-7.1 REDISPHPSEVEN_VER fallback
    and every same-version run was misclassified as a major upgrade.

    Changes:
    - inc/php_upgrade.inc: assign PHPMUVER from the resolved php version on
    both the UALL and CLI_PHP_VER arms, matching the interactive path
