add libicu 73 support to PHP 7.4+ for EL8 & EL9 systems in 130.00beta01

- for PHP intl extension's libicu dependency add libicu v73 support for PHP 7.4, 8.0, 8.1, 8.2, 8.3 for EL8 and EL9 systems while EL7 systems will stil use libicu v62 and for EL8/EL9 PHP <=7.3 will use native system libicu versions
- you can check which version of libicu is used via command: php --ri intl. Below example uses libicu v73.2

php --ri intl

ICU version => 73.2
ICU Data version => 73.2
ICU TZData version => 2023c
ICU Unicode version => 15.0

Directive => Local Value => Master Value
intl.default_locale => no value => no value
