    fix php-libs-versionlock.sh status hiding held updates on an unreachable MariaDB repo in 140.00beta01

    php-libs-versionlock.sh status still read the MariaDB yum repo. With a dead
    or blocked MariaDB mirror its dnf queries failed silently, so status
    listed no held package updates even when some were waiting.

    Changes:
    - tools/php-libs-versionlock.sh: status skips the mariadb repo in its
    update and provides queries, like lock and update already do
