fix datamanager.inc geoip curl User-Agent and error handling in 132.00stable

Missing User-Agent on the startup geoip lookup causes Cloudflare to return a
challenge page instead of JSON, producing parse errors on every menu launch.

Changes:
- Add CURL_AGENT and CURL_TIMEOUTS to match all other geoip curl calls
- Capture curl output to variable before jq to prevent broken pipe errors
- Suppress jq stderr for silent fallback to empty DATAM_SOURCE_IP
