fix menu 22 WordPress service calls on EL9 minimal installs in 132.00stable

The menu 22 WordPress setup and its generated scripts called service, which
EL9 minimal images do not ship (initscripts-service), so the wp_updater
cron job's php-fpm reload and the wp_uninstall nginx restart could fail.
Based on centminmod/centminmod PR 173.

Changes:
- wp_updater and wp_uninstall scripts run /etc/init.d/<service> when it
exists, as service did, and systemctl otherwise
- fix the wp_uninstall #/bin/bash shebang typo
- Redis setup uses systemctl enable/restart under systemd, as minimal
installs may lack chkconfig; keep chkconfig/service without systemd
- reload nginx with cmservice when disabling wp-login password protection
- apply the same fixes to tools/nvwp.sh
- fixwp_updater patches existing /root/tools wp_updater and wp_uninstall
scripts on the next centmin.sh run
- install initscripts-service on EL9 when the service command is missing,
so the nginx/php-fpm command shortcuts keep working
