    fix compat-openssl11-devel blocking EL9 dnf updates for PHP 7.4/8.0 curl builds in 140.00beta01

    The custom curl for EL9 PHP 7.4/8.0 installed compat-openssl11 and a
    third-party compat-openssl11-devel 1.1.1k-5.el9 from the mirror. No EL9
    repo ships that -devel, and it requires the exact same runtime release, so
    dnf update could not install AlmaLinux's compat-openssl11 updates.

    Changes:
    - install compat-openssl11 from AppStream
    - take the curl build headers from a tarball built from AlmaLinux's source
    rpm, checked against a pinned sha256, in /opt/compat-openssl11
    - remove the mirror compat-openssl11-devel-1.1.1k-5.el9
