    fix checkipvsix ignoring custom_config.inc overrides in 132.00stable

    checkipvsix() ran inside cpcheck(), before centmin.sh and centmin-cli.sh
    source custom_config.inc and z_custom.inc, so it always saw the script
    defaults. A persistent DISABLE_IPVSIX='y' was ignored and IPv6 was
    re-enabled in sysctl on every run, and SKIP_CHECKIPVSIX='y' had no effect.

    Changes:
    - move the checkipvsix call from cpcheck() to right after custom_config.inc
    and z_custom.inc are sourced in centmin.sh and centmin-cli.sh
    - keep the existing skip on initial install and the SKIP_CHECKIPVSIX guard
