    fix PHP upgrades failing when the MariaDB yum repo is unreachable in 132.00stable

    A broken, blocked or EOL MariaDB yum repo made yum/dnf calls in centmin.sh
    menu 5 fail with "Failed to download metadata for repo 'mariadb'", which
    aborted PHP upgrades even though PHP builds never install packages from
    that repo. Reported in https://community.centminmod.com/threads/33174/

    Changes:
    - inc/php_upgrade.inc: the upgrade body moves to php_upgrade_main() and
    funct_phpupgrade makes yum and dnf skip the mariadb repo via
    --disablerepo=mariadb while it runs, removing the wrappers when it returns
    - tools/php-libs-versionlock.sh: skip the mariadb repo for the versionlock
    plugin install and the PHP library update
