fix CentOS 6 nginx and PHP builds in 132.00stable

CentOS 6 nginx upgrades failed at several dependency build stages and
yum was broken by an EOL MariaDB repo URL. Fixes are gated to CentOS 6
except where noted.

Changes:
- centmin.sh, centmin-cli.sh: on CentOS 6 disable devtoolset-10/11
which do not exist for EL6, use the newest installed devtoolset
(9, 8 or 7) and put its bin directory first in PATH so builds using
plain gcc don't fall back to system GCC 4.4.7
- inc/openssl_install.inc: crypto_gccunset resets CC/CXX to the newest
installed devtoolset GCC on CentOS 6 instead of system GCC 4.4.7
- inc/cpcheck.inc: switch CentOS 6 MariaDB 10.1-10.4 yum repos to
archive.mariadb.org as yum.mariadb.org centos6 paths return 404
- inc/brotli.inc: on CentOS 6 use the older ngx_brotli build method
with cmake3 as brotli 1.1.0+ requires CMake 3.15+
- inc/brotli.inc: clear CMAKE_STATIC_LINKER_FLAGS for the older
configure-cmake method as ar can't use the passed LDFLAGS
