fix PHP 7.2 and older opcache interned strings buffer on upgrades in 132.00stable

PHP upgrades/downgrades keep the existing opcache.memory_consumption but
take opcache.interned_strings_buffer from the zendopcache.ini template.
PHP 7.2 and older allocate interned strings and their hash table inside
opcache.memory_consumption, so a buffer that is too large for the
transferred memory size fails with "Zend OPcache cannot allocate buffer
for interned strings" and php-fpm won't start. PHP 7.3+ is unaffected.

    Changes:
    - inc/zendopcache_upgrade.inc: for PHP 5.x and 7.0-7.2 cap
opcache.interned_strings_buffer at a quarter of the transferred
    opcache.memory_consumption value
