    fix centmin.sh startup MariaDB ERROR 2002 and respect disabled services in 140.00beta01

    Launching centmin with MariaDB stopped printed ERROR 2002 because
    remove_anonymous_mysqlusers() queried mysql.user before checking the
    service was active. cpcheck() startup fixes also restarted nginx,
    php-fpm, MariaDB, pure-ftpd and memcached unconditionally and
    re-enabled MariaDB and nginx boot symlinks, undoing an admin's
    systemctl disable or disable --now.

    Changes:
    - guard the anonymous user query on mariadb being active
    - add cmservice_if_enabled() so startup restarts skip units systemd
    reports disabled, masked or missing, keeping SysV init semantics
    - add cmservice_enable_once() so boot symlink repair runs at most once
    per host and later disables are respected
