    fix centmin.sh menu option 21 ensure recompiled PHP version in 123.09beta01

    - ensure centmin.sh menu option 21 recompiles the current detected PHP version https://community.centminmod.com/threads/2-bugs-wrong-version-of-php-detected-when-using-21-to-recompile-nginx.17549/#post-74241
    - also if zend opcache install prompt isn't answered with NO in form of n or N, then it defaults to yes and also default prompt use = y
