fix checksec 2.6.0 install after the upstream GitHub repo rename in 140.00beta01

The checksec project renamed its GitHub repo from slimm609/checksec.sh to slimm609/checksec. The 2.6.0 archive now unpacks to checksec-2.6.0/ instead of checksec.sh-2.6.0/, so the copy to /usr/local/bin/checksec failed with "cp: cannot stat" and checksec ran the older EPEL checksec 2.5.0 from /usr/bin instead. Version 2.5.0 re-executes itself with an empty environment, where the EL9 bash default PATH has no /usr/sbin, which caused the "WARNING: 'sysctl' not found!" lines that are hidden with 2>/dev/null. checksec 2.6.0 adds /sbin and /usr/sbin back. The Nginx library checksec reports, which only run when /usr/local/bin/checksec exists, were skipped too.

    Changes:
    - inc/downloads.inc: download checksec from the renamed slimm609/checksec repo and copy it from the checksec-${CHECKSEC_VERSION} directory
