    extend GCC Toolset 15 integration across source builds in 140.00beta01

    Use shared GCC Toolset 15 selection consistently on EL8/EL9
    and prevent older compiler routines from overriding it.

    Changes:
    - Complete compiler installation and selection for compression
    tools, PHP extensions, Memcached and Nginx dependencies.
    - Preserve GNU17 C flags, Clang choices and compiler opt-outs.
    - Propagate selection failures through menu, CLI and logging paths.
    - Migrate Redis source, FFmpeg and experimental HEIF builds
    to the official toolset while preserving addon options.
    - Add compiler selection and failure-handling regression checks.

    Validation: Combined regression checks and representative staged
    build/runtime tests passed on AlmaLinux 8/9.
