fix PHP PGO compiler selection with GCC Toolset 15 in 140.00beta01

Use official GCC Toolset 15 on EL8/EL9 and prevent the legacy
PHP PGO fallback from overriding its selection.

Changes:
- Share GCC Toolset 15 installation and activation across builds.
- Replace existing custom GCC 15 paths with official toolset paths.
- Select GCC 15 for PHP, Nginx and OpenSSL compilation.
- Preserve GNU17 C flags and compiler state during timed configure.
- Correct compression compiler labels and keep GNU17 out of C++ flags.
- Use BFD for GCC 15 Nginx builds and propagate build failures.
- Install missing OpenSSL Perl dependencies and add regression checks.

Validation: PHP 8.3.33 PGO and Nginx 1.31.5 builds passed on
AlmaLinux 8/9 droplets. Focused compiler checks passed after the
review fixes. EL10 remains unsupported on this branch.
