Using this instead makes it work :

Does this mean pagespeed has been installed?

Running the following command returns :

pscontrol on
systemctl restart nginx.service

Restarting nginx returns :

service nginx restart
Restarting nginx (via systemctl):                          [  OK  ]

I've already uncommented the three lines for my config file :
