    re-enable Cloudflare HTTP/2 HPACK Full encoding patch for nginx 1.13.6+

    - originally optionally enable/supported https://community.centminmod.com/threads/nginx-http-2-openssl-1-1-0-patch-updates.12043/ with Nginx 1.13.1+ but Nginx 1.13.6+ code broke the patch so temp disabled the patch https://community.centminmod.com/threads/disable-cloudflare-http-2-hpack-full-encoding-patch.13081/ and https://community.centminmod.com/threads/disable-cloudflare-http-2-hpack-full-encoding-patch-part-2.13082/. But now re-enabled.
