    re-enable Cloudflare HTTP/2 HPACK Full encoding patch for nginx 1.13.6+

    - originally optionally enable/supported Beta Branch - Nginx HTTP/2 & OpenSSL 1.1.0 patch updates with Nginx 1.13.1+ but Nginx 1.13.6+ code broke the patch so temp disabled the patch Beta Branch - disable cloudflare HTTP/2 HPACK Full encoding patch and Beta Branch - disable cloudflare HTTP/2 HPACK Full encoding patch part 2. But now re-enabled.
