improve nginx quicTLS OpenSSL 3.1.x compatibility for EL8/EL9 in 130.00beta01

- improve nginx quicTLS OpenSSL 3.1 compatibility by ensuring missing YUM package dependency for perl-FindBin (EL9) or perl-interpreter (EL8) is installed if not found when persistent config file set with NGINX_QUIC_SUPPORT='y' and OPENSSL_QUIC_VERSION='openssl-3.1.5+quic' prior to Nginx compiles. On CentOS 7, perl FindBin is apart of perl YUM package, but for EL8 and EL9 they seem to split off to their own YUM packages
- account for OpenSSL 3.0+ installing libraries to lib64 and not lib directory
