    update fixes for optional PHP_SECURED_PIE='y' in 130.00beta01

    - enable PHP_SECURED_PIE='y' by default on initial PHP-FPM install or centmin.sh menu option 5 updates
    - existing users can run cmupdate to get update before running centmin.sh menu option 5
