   For PHP yes line 5 of inc/phpsededit.inc https://github.com/centminmod/centminmod/blob/master/inc/phpsededit.inc#L5. For PHP timezones the format might be different for some timezones compared to format for system timezones. This makes it harder to automate hence need to do it manually for end users.
