    Does that means that we will no get the final releases that they announce and we will get th latest development version?

    As for example 1.13.9 is not out yet.....and if you specify it you can get it but when is officially out we will get the new one?

    almost correct when you specify nginx exact version number i.e. 1.13.8 you will get official final releases but if you want not yet release master nginx branch, you will specify the version as just = master to pull nginx master branch.
