DigitalOcean (DO) has been sluggish since almost after its inception. Busy neighbors or hardware throttling.
Who's to say?

Right now, DO is only interesting for DNS servers if you care about hardware speed. After all, as low end provider, they have an unprecedentedly large list of connected peers.

Which, of course, is very relevant as NS.

DO is not doing very well. Grew very fast, for the past few years and acquired several companies. Problem. They are kind of stuck and can't compete with the big guys. Pretty understandable. DO is nice for small projects, programmers and hobbyists. But the really big customers are apparently not coming. And that's not surprising, they lack the features and options for large complex projects.

Back to topic. During my time at the University, I was a member of Linode. They were one of the first with a VPS-like concept. Just after University, I was alerted to DigitalOcean (DO) by a fellow student. Big DO advantage at the time SSD (Linode stuck to HDD for quite a long time until 2014) and location Amsterdam (I also studied in the Netherlands).

 

It is very difficult to compete against the big 3 (billion dollar companies). Even if DO were complementary, feature-wise. Then those big guys will still squeeze you out. They can pull in huge numbers of customers years below cost, with large losses. To incrementally raise the price. You also see this in streaming land.
