update inc/postfix.inc in 123.09beta01

on new 123.09beta01 installs force postfix to only send email outbound over IPv4 address and not IPv6 (if available) to ensure better email deliverability as some folks forget to properly setup proper DNS AAAA IPv6 PTR reverse lookup records for main hostname
