update inc/nginx_configure.inc

if dynamic-modules.conf include file was previously commented out i.e. nginx downgrade from 1.9.11 to 1.9.10 which doesn't support dynamic modules, then you upgrade back to 1.9.11, you will need to uncomment the commented out include file as such
