PHP-FPM Timezonedb Update

Hello!

I currently have to use the timezone from Brazil (America/Sao_Paulo).

Daylight Saving Time has been abolished here, but php timezonedb is not up to date and is considering daylight saving time.

Linux tzdata is up to date but timezonedb is at 2018.9

I tried to reinstall php but it was not updated to timezonedb anyway.

Is there any way to update php timezonedb?

I currently checked the version of timezonedb like this:
