Install Centmin Mod .07 beta 21 to stable status

    First install bug, Pagespeed is disable by default before running ./centmin.sh install
    IP is not reachable after install so I tried running nprestart.
    So removing this line include /usr/local/nginx/conf/pagespeedadmin.conf;
    Fixed it.

    Thanks for finding that bug, i fixed it for nginx upgrades only at https://github.com/centminmod/centminmod/blob/123.07beta21/inc/nginx_pagespeed.inc#L313 but forgot to do it for fresh installs (first time nginx installs). Committed a new fix for fresh first time Nginx installs where NGINX_PAGESPEED=n is set https://github.com/centminmod/centminmod/commit/6e060859e3aec985189559e02623e127cc5b20db :)

    .07 stable release stuck in an early upload for testing at stable download location at http://centminmod.com/download/ ;)

    Will update official centminmod.com site in next 12-16hrs :D
