update stale PHP installer fallbacks and fix gitlab fallback order in 140.00beta01

php.net's downloads page no longer lists end-of-life PHP branches, so installers that scrape it for PHP 8.1 or older now always use their hardcoded fallback. Several fallbacks pointed at old point releases, such as 8.1.31 instead of the final 8.1.34, which the PHP 8.1 security patch set does not fully apply to. The gitlab installers also wrote PHP_VERSION to centmin.sh before applying the fallback, so an empty scrape left PHP_VERSION empty.

Changes:
- installer.sh, installer-latest.sh, installer-modsecurity.sh, installer81-gitlab.sh: PHP 8.1 fallback 8.1.31 to 8.1.34
- installer-edge.sh: PHP 8.3 fallback 8.3.14 to 8.3.36
- installer-latest-gitlab.sh: PHP fallback 7.4.28 to 7.4.33
- installer-gitlab.sh, installer73-gitlab.sh, installer74-gitlab.sh, installer80-gitlab.sh, installer81-gitlab.sh: apply the PHPVERLATEST fallback before writing PHP_VERSION to centmin.sh
