fix PHP 7.3 pcre1038 patch applied twice in 140.00beta01

The PHP 7.3 EOL backport loop applied php7331-pcre1038.patch in its own
branch and then again in the shared patch path. When the first apply
used an offset (e.g. PHP 7.3.25), GNU patch left php_pcre.c.orig, the
second apply was rejected as already applied, and the failure handler
restored php_pcre.c.orig, undoing the pcre1038 patch.
