    fix centmin.sh menu auto update for python pip psutil in 123.09beta01

    - Fix bug outlined at https://community.centminmod.com/threads/i-saw-this-bug-when-access-the-menu.20031/ by ensuring setuptools is updated before psutils for python 2.7 based pip
    - Existing centmin.sh 123.09beta01 users can run cmupdate command to update local code on server at /usr/local/src/centminmod and then manually run, tools/pip-updates.sh via these 2 commands where cmdir changes you into /usr/local/src/centminmod directory and 2nd command actually runs the update
