update php-fpm compile routine restarts in 123.09beta01

- mailparse routine can remove php-fpm restart as it's a compulsory php extension installed
- imagick & redis php extension routine's php-fpm restart has been made conditional. php-fpm restart only occurs if triggered from centmin.sh menu option 15 or 13 respectively. The php-fpm restart as part of php-fpm compile/upgrade routine for centmin.sh menu option 5 has been removed.
