What's the best dedicated server CPU between these four?

    Adding in DDR4 RAM, cores and threads to support it because they might influence the choice.

    E3-1230 v2 3.3GHz Ivy Bridge
    4 cores 8 threads
    8 GB RAM

    E3-1230 v5 3.4GHz Skylake
    4 cores 8 threads
    16 GB RAM

    E3-1230 v3 3.3GHz Haswell
    4 cores 8 threads
    16 GB RAM

    E3-1230 v2 3.3GHz Ivy Bridge
    4 cores 8 threads
    32 GB RAM

    It's looking like the E3-1230 v5 3.4GHz Skylake to me. But I wonder how it'll compare to #4.

    For the CPU, of course the Skylake has the lead. It is the newest of all those four, has both support for PGO and IOURING. But the Ivy Bridge is not that bad with 32GB RAM. I think most people would pick the 32 GB RAM as it match the golden CPU:RAM ratio. If you need a server for high CPU intensive task, then the skylake is a better choice, but not by much.

    E3-1230 v5 3.4GHz Skylake
    4 cores 8 threads
    16 GB RAM

    vs

    Linode VPS:

    AMD EPYC 7501 32-Core Processor
    6 cores (1 thread per core)
    16 GB RAM

    I think the dedicated server might be the better "buy" even though the AMD CPU is better, but by how much?

    The dedicated is much better. Base on your Linode VPS plan, I pretty sure it's a shared plan. You don't even have dedicated vCores (dedicated threads). Also that the EPYC CPU has a pretty low frequency compared to the Xeon, and the EPYC CPU above is not a 2nd generation.
