I won't be the one putting data in so it needs to by hyper simple with a wysiwyg editor and file uploads but also allowed to be run in a completely semi-private mode AKA people need to be given permission to edit the wiki but anyone can read it

the issue with media wiki is it has no wysiwyg afaik and it's still slightly too technical for most who will be using it

I looked into this before and settled on MKdocs (free and easy SSG (static site generator)) after trying BookStack (more technical & costly).

You can run MKdocs free on Netlify, Github pages, or Cloudflare pages. You can use Github to collaborate and push updates.
