allow centmin mod to update nginx.conf setting defaults in 123.09beta01+

Add new variable NGINX_ALLOWOVERRIDE='y' to allow centmin mod to update nginx.conf setting defaults when the defaults are revised in later centmin mod releases as discussed at https://community.centminmod.com/posts/48266/. If you don't want centmin mod to auto update nginx.conf defaults when they are revised in future, you can set in persistent config file /etc/centminmod/custom_config.inc the variable to NGINX_ALLOWOVERRIDE='n'.

Example if nginx.conf worker_connections defaulted to 10000 at install time. But later I revise centmin mod new installs to default to worker_connections = 50000. The new default behaviour due to NGINX_ALLOWOVERRIDE='y' is for centmin mod to only auto update worker_connections to 50000 value if it detects existing value of 10000 (old default).

If you had edited worker_connections from 10000 to 15000 yourself, then centmin mod won't auto update the value and leave it as 15000 - your custom value.

    So, default is NGINX_ALLOWOVERRIDE='y'

Only if we do not need it we have to add NGINX_ALLOWOVERRIDE='n' in persistent config file /etc/centminmod/custom_config.inc

I see 100K as default value, is it OK?
