Beta Branch update initial installs service start routine in 130.00beta01

    update initial installs service start routine in 130.00beta01

    - reorder initial installation's service start order as well as account for nginx service defaulting to systemd type in 130.00beta01
    - adjust mariadb service start up settings
    - if mariadb service fails to start up at initial install run, a journalctl log is saved at /root/centminlogs/centminmod_${SCRIPT_VERSION}_${DT}_mariadb-server-failed-startup.log with script version and date timestamp
